Justice of the peace or a minister have to marry you and submit the form if i recall correctly

Yes, having done this a few times  ...
Get your license, have a commissioner marry you ($150-$250), the commissioner then submits the paperwork and, presto, you are officially married. Don't forget the witnesses.

Yes, our JP required 2 witnesses, so I'm assuming thats the norm

All kidding aside, do I just call a commisioner of oaths and set this up through them?

No, not a CoA (I am one by virtue of being a lawyer, but I can't marry you) - there is a specific Marriage Commissioner designation, licensed by the Province. Just google "marriage commissioner calgary" and you'll get some names. If you need a referral, PM me and I'll give you a name.

Speaking from experience....
1. Get marriage License
2. Call a Justice of the Peace
3. Have JP marry you (We were required to have 2 witnesses, 1 to stand up on either side)
4. Get marriage certificate (This is actually optional, only need it for things like changing her name if I remember correctly)
I know we didnt get our marriage certificate until a few months later.
That was 11 years ago so I dont know if anything has changed or not but just phone a Justice of the Peace and I'm sure he can clear up any questions you have.

Everything sounds right, but they will require you to have the license for three days before doing the service (maditory wait period here in case you rushed into it). Then call city hall, they'll give you a JP to call, they'll do it at their house / office / wherever, you need 2 witnesses to sign, the JP will send off the signed deal and it's done.
Fyi - Vegas does "weddings" for people who have previously secretly already been wed. You do need your marriage certificate to prove that you are married for whatever service you are going to have in the future and it will be a "renewal" but like Vegas, anyone can officiate pretending its your first time.

This is out of date. City has nothing to do with it, and it's not JP's. There are official Marriage Commissioners - they are independent contractors licensed by the Province.
BTW Vegas is not as quick or cheap as advertised above. You have to stand in line for an hour or two to get your license at the LV registry, and then have someone perform the ceremony. I would budget $200 and about 4 hours.
