Default FS - 2 $35 Prepaid Visa Cards

I noticed the fees on these cards while standing in a lineup at Walmart. I can't figure out how the banks can get away with charging such a high activation fee. $5 on $35 is about 15% for no risk...plus they make another 3-4% from the retailer on the remaining $30...plus time value of holding your cash until you spend it...plus the fact that a small portion of the dollars are never used...who ever uses the last 59 cents remaining?

No one is forcing you to buy the cards. Don't like the fees, don't buy them

I don't think thats the point. The point is due to their "gift card" nature they fall into a grey zone free of regulation.
