New citizen's arrest rules to come into effect

Among other things, the legislation no longer requires a person to catch a suspect red-handed, but allows for the apprehension within a reasonable amount of time after a crime has been committed.

I would totally love to arrest people who throw trash out their car windows. Like seriously it's not 1982 here.

A few years ago I saw someone tossing stuff out of a parked car. I picked it up and knocked on the window and said they must have dropped this. (I'm 5-9.) This very large guy gets out and tells me he's going to beat me.
I tell him to make it good because I'm one of the best criminal lawyers around (I'm not a lawyer) and when he's done I'll own his house. He told me to *&%# off and got in and drove off.
I must say it was very satisfying.

Almost the same thing happened to me a couple weeks ago. I was in line at the drive-thru and the twit in a Mustang in front of me hurls a piece of crumpled up paper out his window (literally six feet from a garbage can).
I hopped out and threw it in his open window and said "you dropped this". I hadn't really looked before I did it but after I threw it I caught a look at the big SOB and I'm no big guy!
I walked back to my car and got in and nothing more happened. I was pretty pleased with myself!

This is going to help fight against retail crime in particular - the citizen's arrest laws were quite strict on what people like store security could do to apprehend potential thieves and suspects..
