It's called the Builder's Lien Act, and that is your first step, do a google search if you need self-help resources. Call a lawyer if you want something done about it. There is a possibility of repercussions for an improper lien, mostly in the form of court costs and potentially damages for 'slander of title' but the latter would be the remedy of the homeowner rather than a general contractor.
