Depends most clothing doesn't go straight to the homeless or needy directly - most charities won't ship stuff overseas as it's too expensive to do so. I've done work with one of the local organizations in town. They take the cream of the crop and sell it in their stores, employing quite a few people in the process. The next step is to turn unwanted white shirts and sheets into rags for local businesses, something like $20 for a huge bag. Whatever is too old or grubby they bail together and send off to BC to a "textiles recycler" whom I gather shreds the stuff for fiber.
Most companies in town actually dread the issue of old corporate parahpanelia for this reason. When PanCanadian and AEC got together, employees could turn in old stuff for an equivilent item of clothing. The last thing they wanted to see was a whole lot of homeless people in PanCanadian gear on the streets of Calgary. Not sure what they did with the collected clothing though.
