I don't think the murder has much to do with the game. The murder killed because in his view the victim owed him money that he had not paid... he could have just as easily killed him over money owed for drugs or something else.
Now there's a different justice system: a suspended death penalty, that may end up being only 15 years with good behavior. I guess it would promote good behavior though.
