I use 1and1 now, and they're pretty good.
Depending on what kind of plan you want, their prices are decent enough.
And they have decent support. Had to call them a couple times and they were quick to help out.

It's basically going to be a static page for pictures of my dad's carpentry work so that he can put a link to a portfolio of sorts on his business cards. Very low traffic and will only be updated like, once a year. But it may help add some authenticity and credibility as well as ease the minds of new clients.

If he is doing it for clients I would suggest going with an actual hosting package.
The very low end packages are like $4/month.

Thanks for all the help so far guys, keep them coming. 1&1 is the clear winner so far. Although I suppose their is exchange rates in that as well.
Edit: iPage 3.50/month, free domain (as opposed to just one year with 1&1), unlimited/unlimited.
I think we have a winner? Anybody used them before?

I use Dreamhost, and they cost about $90 US per year. They give you a lot of storage space and bandwidth (even though you don't need it). They also have some cool "one click installs" so you can install things like Wordpress really easily.
I used to be on Doteasy but cancelled after repeated issues with their email servers. I was simply not receiving emails intermittently and nobody could figure out why. Even things that I would send to myself (test emails) would disappear into the ethos. Never had that problem on Dreamhost. I'd rather have my website down than have emails randomly disappear, although neither is desireable!

hostgator is decent. I've been on dreamhost a number of times (you can usually find a coupon code to reduce the cost for a year by a lot).
I currently use Cirtex Hosting since Dreamhost (and 1and1 and previous hosts) gave me too many problems with email, being down for hours or even a day at a time. Not common on either I'm sure, but still.
Next time I move hosts I'm moving email over to Google for domains and not hosting email with a specific host again.
Just keep in mind that all the hosts that claim huge amounts of disk space and bandwidth for dollars a month are doing what's called overselling.. they oversell each server knowing full well that most clients will never use 1% of what they advertise.. but if you check their terms, they can (and will) boot you off if your site does become too resource intensive. Probably not an issue for your dad's site, but just something to keep in mind for those looking for cheap hosting, always know you're going to have to move if your site becomes popular and generates lots of traffic.

Not a fan of 1and1, but that was a couple years ago. Godaddy seems to be pretty reliable.

I have used hostmonster.com for several of my clients and found it to be very reliable. They have a really nice control panel and live chat support 24 hours a day.
Like pretty much everyone else, they are on the $6 per month range.

Hostmonster is not bad in terms of what it can support for the price. We host 2 of our sites on it at work and the only complaints is the cpanel is buggy and won't work from some of their log in pages in IE.
