Are all photobucket accounts public? Do they have standards or is it anything goes?

The answer to all your questions is "sort of".
With Photobucket, you can upload pictures into a 'private' album, which only you and those with the password can see. However, you used to have to upload them to a general folder, then move them to the private one. While they were in that general folder, the 'view recent uploads' COULD catch them. They've probably changed that practice now, though...
They are also a 'clean' site. They don't allow nudity or porn...but you have to get caught, first. They do have several site monitors, but generally, someone has to 'snitch' on you to them.
