Pick up the turds and throw them on his lawn, or better yet, at his house.
You could even put a sign on your lawn to warn of this:
"All Turds Left In The Vicinity Will Be Returned To Sender"
He couldn't complain.

The problem is I have not personally witness it that it's my neighbour. My friend was the one who saw it. So I can't really walk over until I catch them in the action...
I was thinking in the summer time... (deep breathe.. only a few months away) and ask.. "how do you keep your lawn so nice? I keep having dogs pooping in my yard...

In that case you may want to keep an eye out for them. I've done that before too, flicked on the porch light as they came by at night.

On the flip side, I've had nosy neighbours take pictures of me and flash their lights while I'm walking my dog and PICKING UP after her. With or without dogs, some people are just jerks.

Write a note and staple it to the fence. Maybe a couple notes. Ask / demand that who ever is letting there dog do they business there and leaving it to stop. Also, remind them that it is a $250 fine for not picking up after your dog.

I use to have that issue as I live on a corner lot, I narrowed it down to 5 possible culprits but I never caught the person in the act. I got lucky and one of those 5 people moved away and all of a sudden no more dog poop and dog pee wrecking that portion of my lawn, the grass is finally starting to grow back that has been ruined.
Not much you can do, I've also heard, not sure if this is true that dogs don't go near human piss so you can piss in a jar and leave it out and the dog may refuse to go poop on your lawn.
The thing I was about to do was install a motion light near there, that way you could catch him in the act because when you are home you will most likely see the floodlight go on.

just complain to the city, give the city his address they will send a notice to him..... if it's not the first complaint they will send him a fine as well....
