I know when we move buildings you need a permit for each county/city you are traveling through, since the county/city has jurisdiction over its municipal roadways, signage etc.
Now since Motor Vehicles are the jurisdiction of the province, it makes sense that you would only need a permit from them. I have no idea about the US though.
At any rate, call either your provincial Department of Transport of Motor vehicles branch and they can tell you for sure.
