What's with Terrelle Pryor?

I don't know how many people follow college football recruiting, I do a little bit, but not enough to understand all the rules.

Here we are, a month or so after national signing day and the number one recruit in the country hasn't declared?

What I don't get is clearly signing day isn't a deadline ... so is there one? And also if there is no real onus to sign on signing day, then why sign before whenever the deadline is?

well best I can tell he wanted to go to OSU, but pops want him to check out PSU first.

Although he would be a good fit in the Oregon system. But you never know, maybe he thinks forrest green and lightning yellow ... or white and green, or yellow, grey and green, or the other 174 permutations and combinations of their color schemes won't work for him.

I've been wondering about this. Perhaps Pryor is such a highly touted recruit that universities are willing to hold open a scholarship spot for him after national signing day.

Is national signing day a NCAA regulated thing or is it an agreement between universities to regulate the signing of prospects?
