CJSW would take them if they aren't super commercial CDs.

Put them up on CP (please do) and Kijiji for free pick-up and you'll be rid of them in no time. Please try this first as there are many here who may be interested, myself included!
Otherwise, all the thrift stores do take them like Goodwill, Worldserve, etc. Please don't donate them to Value Village as they falsely market themselves as a charitable organization when they are a big for-profit corporation. You can tell right away when they charge GST on purchases when Goodwill and Worldserve do not as they are tax exempt charities.
If you want to try to get any dollar value, I don't know if Recordland and Turn it Up are still buying CDs but they still have racks of CDs for sale.

FYI: Charities aren't uniformly exempt from charging GST. While you are correct that value village is a commercial entity, most Charities are required to charge GST depending on what the item or service is.we

I'm a bigtime collector, think I'm around the 2,000 mark for CDs. Tons of cassettes, VHS tapes, 8 tracks, DVDs and BluRays on top of that.
If you have and 70s, 80s or 90s rock/metal let me know!

There are still used CD stores that will buy your used CDs but they are very picky about what they'll buy (with strong preference for newer releases or rare / out-of-print CDs). There is Recordland, Sloth, Melodiya, CD Trader and maybe some others. I prefer to sell my CDs and DVDs that are more collectible on Amazon Marketplace. Stuff that don't have much market value, I will sell lots of 12 or 25 or even 50 at a time on Kijiji for really cheap (like a quarter to 50 cents apiece or something like that).

You are thinking about it wrong. You don't have a bunch of useless CDs, you have a bunch of epic coasters!
Also, I get collecting vinyl but had no idea there were people out there collecting old CDs.

while there are some good ideas above, the only real good answer is use the old CD's to make clocks for everyone you know for christmas.
give the gift of time.
i have no idea on what to do with the jewel cases as the last time i purged my CD collection, google told me the cases were not made of recyclable plastic

Your local library would surely appreciate the donation.
