I think they said they tried to pull him over, but he bolted. He's facing some kind of third strike scenario, they mention it every few seconds.. They mentioned previous DUI's.

I believe they were pulling him over because they expected he was Driving under the influence and apparently he already has two strikes against him.

They tried the PIT maneuver already when he was off the freeway, but they failed. He kept speeding up before they could manage it.
