They most likely have a policy that they have to do something with the cargo even though they might not have a direct connection available... they tried California which is a good hub to most American cities and right now they are using plan B -If its to Canada, it must go through Toronto-

With international packages, it's not uncommon to see odd hops here and there. That is sometimes the paperwork (ie customs docs) being hopped around, and not the actual package.

UPS just royally screwed me as far as I'm concerned.
I bought an item off ebay (moderate size) and paid $50 for UPS to ship it to me. It took just under two weeks to arrive (saw the paperwork jumping all over the US and Canada during that time)...
and when it arrived there was a $40 "brokerage" fee.
Will never use UPS again for anything.

DHL, UPS and FedEx are all crooks when it comes to collecting Duty and imposing their "Brokerage Fee's". And also extremely questionable with their fee collecting. I had a parcel that I paid the fee's on through one of the above, had proof on my Visa statement I did and still got a call from their collections department 6 months later threatening me because I hadn't paid. It took me two weeks to get it cleared up, with daily calls threatening me, even after sending them the Visa Statement several times showing payment on the invoice they had in question.
I refuse to do business with anyone that ships via this method. If I'm buying from the US, I request shipment through USPS even if it will take longer. I've yet to pay any Duty or Tax on a package from the US to Canada that goes through USPS/Canada Post. Never had an issue with UK Royal Air Mail either. Waiting a little longer is worth not dealing with those a-holes.

Sigh......
If you ship anything from the US use UPS International saver, and your problems will be solved. It always includes brokerage fees in the shipping quote, it is always air service, and you get your package 24 - 48 hours, 90% of the time. In most cases it is quicker, and cheaper than the economy service. I have never had an issue, and I ship a ton of stuff from the US.

I've noticed almost everything from DHL goes through a hub in Cincinnati, then Seattle, then Edmonton or Calgary. I know UPS was a killer on brokerage fees. For me DHL is much more reasonable.

I use many couriers for my job and I find that DHL is typically the best of a bad bunch. They are terrible, but most are at least for long distance.
I was up in northern BC before and had a batch of soil and water samples that needed to be at the lab in Burnaby within 48 hours. The value of these samples to the client are probably around $50,000. It's usually not a problem as we confirmed ahead of time the drop off time and that overnight air delivery was possible. Plus, this was just one event of many where we used the same depot.
Anyhow, the samples never made it to the lab overnight. I called DHL and they basically told me that there is never a guarentee. They tracked the samples and for some reason they ended up somewhere else and were in their facility wating to go out on Tuesday (that day being a Friday of a long weekend). I asked them if they could upgrade it to a Saturday delivery and they said no because I didn't check "Saturday Delivery" on the waybill. I explained that I did however check overnight and since they failed, they should extend it to a Saturday devivery. The phone call ended with the lady on the phone telling me that if it was that important and I needed them at the lab by Friday, that I should have sent them earlier.

I had a t shirt sent up a few years back, it was sent by DHL. They left it in my door. I received a brokerage fee bill a few weeks later for more than the price of the t shirt. I laughed and threw it in the garbage. I didn't receive another notice.

Lol, yeah I've read a few posts on the BB.com as well that said a brokerage fee came as well, after reading longsuffering post. They also said they chucked the bill in the trash.
Is it even a legit charge, or just a way to for them to stick to you eve further.

Odds are, whatever you've ordered will get seized by customs anyway, so you might as well just forget you ever ordered anything.
As for brokerage fees, if you don't pay the bill, you will likely not be able to receive future packages from the courier company until the bill is cleared up.
Also, the blame here goes at least mostly to our government. They're the ones who create the red tape that results in brokerage in the first place. Refusing to pay the bill, refusing the package, yelling at sellers or giving them negative feedback just means that more American companies will refuse to sell to Canadians, which is a real pisser to the rest of us who want to buy stuff you can't get in Canada and know and accept how the system works.
Regarding DHL, I've had pretty good luck receiving residential deliveries from them... they actually deliver in the evenings, it would seem. God, I am so sick of having to drive to the Purolator office on 17th Ave.

This. Custom designed an engagement ring for my fiancee in Edmonton last summer. When it was ready, the jeweller shipped it to me here in Calgary via DHL and the moment he handed it off to them was the last anyone saw of the ring. A trace showed it was signed for here in the DHL warehouse in Calgary and after that the trail went cold. To this day, anytime either of us see a DHL truck or van they get the one finger salute.

My sister complained about UPS to one US company and they dropped UPS the next day as an international shipping option.
She ordered $40 shoes and got a $30 "brokerage" fee.
