Until owners start getting punished themselves for this, nothing will change. Until the city takes it's leash enforcement seriously, people will do whatever everyone else is doing. There should be no world in which 90% of dogs are off leash in on leash areas in Nose Hill, but nobody seems to care. So people get comfortable with it there and other areas, because everyone else does it, and then they just do it everywhere.
A few enforcement blitzes a year with steep fines would change this(none of the bull#### warning nonsense) but because nobody cares, this stuff will continue to happen. And the city is largely to blame.
