First step is to contact the TSA lost and found for the airport:
https://www.tsa.gov/contact/lost-and-found

If they don't have your stuff file a claim:
https://www.tsa.gov/travel/passenger-support/claims

As noted it could take up to 6 months for them to process your claim.

Are you sure the items were in your bag when you picked it up in Houston?
