It is purely about saving money. Last year players drafted after the 5th round were awarded more than 61 million in signing bonuses. They would also be limiting the signing bonuses of undrafted FAs from 125k per team to 20k per team. But when the league is expecting to lose 2.5-3B in revenue, I guessing saving a little bit where you can becomes important.
