It is how the program works. Stage 1 is the first treatment plan. If the player violates the terms of the program, they are moved to each subsequent stage.
Because he is now in Stage 2, that means he had a relapse or violated the rules of the program while in Stage 1.
If he does it again he will be suspended without pay for minimum of 6 months.
