There must have been some major cuts to city clean up and well being because it's really apparent now in some areas.

Yep, a lot of Calgary's cleanliness was tied to being an economic power with some downturns. Now we're going to see more crime, less cleaning etc. Basically less everything good and more everything bad. Unfortunate new reality.
