The way ours is setup (fairly new facility) is with 3 change rooms. Men, women, and family.
I've never actually been in the mens change room as I always have my kids with me and anyone under the age of I think 16 has to use the family change room. I find it quite nice actually, big locker bank in the middle, and private large stalls to go into to get yourself and kids changed.
I don't get offended or anything by public nudity, but given the choice it's nice for everyone to have some privacy.
