If no big name stars sign in Toronto, that doesn't neccesarily mean the Jays aren't willing to spend money. You can't wave a magic wand and make those players sign with you. If they are truly stars then the Jays won't be the only team willing to pay for them, so they might choose to sign elsewhere.
