Arya has no claim to House Arryn. Their creepy cousin does, but there's no direct connections to the Starks. I'm not sure if the Armies of the Vale are still at Winterfell or if they went home after the Battle of the Bastards.
Sam is from House Tarly, not Tully. The Tullys are Cat's family in the Riverlands. As far as we know, Cat's brother is still alive, as is his son (if they were dead, Arya could potentially make a claim at the Riverlands as Cat's daughter).
Because the Tyrell's have been completely wiped out and Sam is now the rightful heir to House Tarly (assuming he's no longer sworn to the Night's Watch or the Citadel), he could have the best claim to be the Lord of the Reach.
