Not a lot of concrete info, but it sounds like the car almost ran over his dog and got very close to him too. I can say that when I've had close calls like this riding my bike your adrenaline gets going very quickly, can be very hard to keep your calm and not act impulsively. Does that forgive his actions? No, but I can understand the reaction.
