She could probably get by with a free Fongo account.
She could forward her calls to the Fongo number (before leaving Canada, as it has to be done while still on the Telus network), and that would allow her to receive calls and voicemails while on wifi.
Keep the Telus sim in, and I believe that receiving SMS is free while abroad (but costly to send).
Buy a SMS add-on with Fongo for a few bucks and she’ll be able to send SMS while on wifi. She would receive SMS messages normally, and then reply from the Fongo number. Calls back to Canada are free too.
