Since the 1st round is your greatest probability of finding an NHL player, more often than not even a risky pick (like Joe Colborne) can still end up being a decent NHLer even if he doesn't live up to his full potential.
Don't forget, Baertschi was considered a very "safe" pick when he was taken and he was
still a bust (for the Flames). That he didn't have any other high-end tool to make a case for himself ended up being his downfall rather than anything inherently wrong with his game.
