No, of course not, don't be ridiculous. I'm saying that if a "sexual encounter" was about to happen, then at some point he would've pulled his pants down and that's when Cohen would run in for the gotcha moment. The fact that they don't have footage of Giuliani with his pants down and instead Cohen burst in on a very tame moment (and likely it
was just Giuliani tucking in his shirt) leads one to believe that a "sexual encounter" wasn't about to happen and that the after the fact editing created the illusion of a sexual situation that likely wasn't there to begin with.
The actress, Cohen and the production crew in the room next door would've been in control at all times. At no point would the actress have been in a situation where she would've felt in danger. All the power was on her side.
