That isn't entirely true, even without 4k you will get improved and more stable frame rates and for a game like RDR it could mean the difference between immersion and stu stu stutter gameplay. With the release of the RDR2 PS4 pro its definitely worth it, basically the game for free and if EB has a promotion trade in the old one.
Won't know for sure until digital foundry releases their benchmarks and comparisons.
