I'd forgotten Fulcrum from Chuck
It was a splinter faction internal to the CIA and NSA that wanted the to recreate the Intersect which was a merged database of all CIA and NSA information. Their motives were never completely clear except they were fighting a cold war for control of the US Intelligence Agencies.
Later in the series it turns out that Fulcrum was part of the Ring a larger rogue intelligence organization made up of smaller parts. Its goals weren't clear except they had their hands in everything.
The other subsidiary of the Ring was McTiernan Industries, who were weapons manufacturers.
