That should be a standard part of any ERP regardless of where the business is located. I asked our HSE people here (Calgary) what our protocol was for a similar situation and they did not have one. We focus on evacuating people from buildings but what if the threat is increased by doing that? Or my leaving your area? In our particular case HSE had to go back and give that angle more consideration.
I think any company with a well thought plan would have something in place for this type of situation.
