We took our first son to San Jose del Cabo when he was about one year old and starting to walk. I don't remember taking any special precautions. We walked to San Jose from the resort, and rented a car to drive up to Todos Santos. He loved playing in the sand, and the kiddie pools.
I think it is the border areas that are most dangerous right now, but resort towns should be quite safe.
