Even in the first iteration of the Jets, they were rarely on HNIC at home. Part of it was Winnipeg's inconvienent time zone when HNIC times were held a lot more strictly (1 game, HNIC at 6pm MTN) and that they had a non Molstar production crew which all other Canadian teams (expect the Nordiques - who also were rarely on TV at home on Saturday night) had at the time. So they got very little consideration.
Now, they are a TSN regional deal. So they won't get preference for that reason, in addition to those reasons you mentioned.
