What they should have done with the first one is similar to what we did with our Olympic one, where council wouldn't have been tied to ensuring the Olympics come(no expense spared, must happen even if it means bribing everyone), just that we continue with the bid process if it makes sense. It shouldn't have been a Brexit or not, but a "do you want to begin the process of investigating leaving the EU?" Voting yes would mean there would be a another referendum after the facts are available.
