the existing runway is 16/34 (to be renamed 16R/34L), which means that approaching one end of the runway the planes heading is 160 degrees, and approaching the other end is 340 degrees. Since there will be two parallel runways, they need to be differentiated. L and R stand for left and right. When approaching the new runways from the north the new runway will be on the left (hence 16L) and the existing runway will be on the right (16R).
