Do you just mean the offline map storage? Without a data connection it won't calculate the routes, even if you have maps downloaded from Google. Unless that is something really new that was introduced.
I tried to do that when I went to the states and didn't want to get charged roaming, and it didn't work out, although I at least had the maps around Glacier National Park and Spokane.
