For paper/cardboard I'd think the order of preference is:
1) Blue bin
2) Green bin
3) Burn to extract heat energy
4) Black bin
In all seriousness though the blue bin is top because then the paper is recycled rather than composted. This is because composting removes the paper pulp from the available stocks for manufacture so new pulp must be derived from timber.
