This explanation is very misleading. Close but not quite there. The Prague spring of 1968 is mostly known for the violent Soviet occupation of Czechoslovakia as a response to the anti-Soviet movement. Jagrs grandfather was among the dead Czechs, and Jagr wears it in remembrance/honour of his grandfather.
So it's both more personal and more of a political FU than a celebration of democratization. (Which did not happen in 1968, because of the Soviet clampdown.)
