From what I understand CP Rail police have some pretty broad powers, as they are enforcing regulations on a Federal transport corridor. Their purpose is to ensure the safety of the railway and they do have the same authority as regular police. My old man deals with them all the time on his land that is beside a rail crossing people use to gain access to the river.

Pretty sure you fight them at traffic court.

Edit: "Broad Powers" as in people parked at or near the crossing on his land get ticketed and towed IMMEDIATELY when the rail police deal with it. They don't mess around with stuff like that, where it might take hours to get a normal cop out to ticket someone or possibly tow. They are same as regular police, just a little more aggressive in my experience.
