Anyone know or understand how you actually get the $5000?

Is that model of Tesla 3 worth buying though for the $5k rebate? The range is only about 158km, if I am not mistaken. Is somebody about to buy a Tesla anyway going to be motivated by that and buy the lower end Tesla?
