I think the set up was good.

Clearly new Captain America is a bad guy and the masked group super hero was the guy in the passenger seat of the Senators car so the US government has been infiltrated by Hydra again.
I think that Marvel was going to hit on this storyline eventually, it's right in their wheel house of distracting heros with real world problems. Falcon does seem like the best fit right now.

Given all of the backstories
Iron-Man & Wasp: Family Money
Thor & Black Panther: Have peasants in their Kingdoms to do the work.
Cap: Got some sweet PSA acting gigs when he needed cash
Hulks: probably has tenure at some uni, they couldn't even fire him what he was in hiding in India
Hawkeye & Black Widow: were professional spys before shield went down, they have IDs & Cash stashed all over Europe just in case (see Jason Bourne Movies).
Wanda & Visions: Lived in Tonys basement until she just started making food and shelter with her mind.
Warmachine: gets an officers salary
Ant-man: has to hold down a job while being a hero
Spider-man: His aunt still pays the bills
Bucky: is in some probation/half way house agreement.
Dr Strange: runs a cult, probably taking tithes from his crazy followers.

Falcon was a volunteer counselor at the VA, that don't pay s**t.

The rest of them are off in space, dealing with space problems.
