It is certainly a real thing and some dealerships will arrange for you to take the vehicle for a morning or afternoon to get an inspection. If they don't allow it I go on the assumption that they are trying to hide something.
I haven't bought many vehicles but one time when I did find a used car I wanted they wouldn't let me take it for an inspection so I walked away. They called me every day for two weeks trying to make the sale happen. I told them all they had to do was let me have an inspection and if it looked good we could work something out.
