Population density has nothing to do with it and that's been proven in study after study. Australia for example has a much lower population density, way more things that are likely to kill workers, similar GDP, and plans come in at a substantially lower cost.
Given similar/lower deployment costs per tower, nearly double yearly revenue per subscriber (Vodaphone Australia has an Average Revenue per subscriber of half of that of Telus ($35 vs $65)), and record yearly "big 3" profits that are among the highest in the world per sub. Its the big 3 price gouging Canadians.

Because the consumer watchdog group has no teeth. They issued scathing report but no fines were involved. Companies will get away with as much as they can get away with and keep ARPU high.
