Pretty much.
Euro leagues start much earlier than the NHL. For example, in Finland the first day of the season was September 14.
Typically unless already signed to a NHL deal, some clause in their existing contract, the European contract takes precedence and Euro prospects don't come for NHL training camps. There are also some cases were the Euro team has let a prospect come to a NHL training camp with the understanding that if he doesn't make the NHL team out of camp he will return to his European team.
