Based on attendance and support, I think that makes more sense. Bring in a team with no NHL affiliation and with other "enemy" teams close by where those fans might be willing to travel to see games.

Vancouver has a WHL team so that's almost a natural rivalry. Seattle is 2.5 hr road trip for fans to take.
