Of the handful of teams he did want to go to, Seattle was willing to pay $10-12MM, Clowney clearly wanted that $15M and nothing less.

Yeah, it came down to money. Actually the Saints reportedly had a rather creative workaround and a willing other organization to make it work, but the NFL nixed it in the end, so Clowney just signed with Tennessee. I'll link the article, its pretty wild actually.

EDIT: For those too lazy or uninterested to click the link, basically it was going to be a sign & trade with ''Team X'' (rumoured to be the Cleveland Browns, who have a history with this type of thing in the Osweiler deal). They would sign Clowney at his requested $15 million for 1 year.
Team X would then eat $5 million of it and trade him to New Orleans, where the Saints would send back a 2nd round pick, and possibly a roster player (rumoured to be former 2016 1st round pick, DT Sheldon Rankins), and cover the final $10 million. But the NFL squashed it.
