I'm not sure but i do think it happens a lot. Some research reports it happens in 49% of meningitis cases. Other sources suggest 1 in 3.

The definitive test is a spinal tap so you're going to get some push back at that suggestion. It's hard to find better info but when you Google the topic the first few pages of results are all layers offering to sue your doctor for misdiagnosing meningitis. That tells me it's pretty common.
