Then just make it discretionary. The refs can decide if you did it on purpose or if you were under pressure and threw it away. There's already a discretionary delay of game penalty that can be called if the ref thinks you've done something to deserve it. Not sure why this particular action needs to be mandatory, and it results in some unfortunate and unintended circumstances.

Yep, before the rule change the times it was deliberate it was pretty obvious.
