oh, it isn't. Just makes for nice headlines I guess, and like I said, I couldn't help but laugh at FIFA when I read this. The fact that they act as an ethical and moral regulatory body is comical in itself, but the fact that they start an investigation 8 months after getting the transfer documents is ... well, I guess exactly what you would expect from those clowns.
