The city owns to the property line as far as I understand it. Then it looks like you need to be 3m back from that in most cases, as far as I can tell. In my case the property line is about 25 feet from the house, and the sidewalk is 20 feet further away. So I've got 20 feet of lawn that isn't mine to build on.
