The "Rickiest Rick" has already started fresh with a new Jerry/Summer/Beth. It makes sense that he's done it before and started fresh with a new Morty too. In the Cronenberg episode, Rick seemed way to familiar with the process not to have done it before.
My guess is that Evil Morty is a Morty who had his dimension destroyed by Rick, was abandoned, and somehow survived. He's now out for revenge and may not actually be evil.
