There are two approaches to asking a player to waive a NTC.

1. You can ask them whenever a team expresses interest if they are willing to waive.

2. You can ask them to waive once a trade is worked out and all that is required is the player's approval.


Approach 1 only makes sense if the player has asked for a trade or the team is 100% sure they are moving the player.

GMs do 2 if they aren't completely sure if they are moving out the player or have multiple trade scenarios in play. No need to bother the player and potentially rattle or even damage relationships until the GM is ready to proceed.
